Regulatory protein of the TOL plasmid xyl operons. In the presence of m-xylene or m-methylbenzyl alcohol XylR activates both the xylCMABN operon and the regulatory gene xylS; xylS itself activates the xylXYZLTEGFJQKIH operon. XylR interacts with sigma-54.
