Acts as an acyl-carrier protein (ACP) transferase component. This first step in malonate decarboxylation involves the exchange of an acetyl thioester residue bound to the activated ACP subunit for a malonyl thioester residue. Has a weak activity with acetyl-CoA as substrate.
